    What is Income Support (IS)?

    Income Support is a financial benefit aimed at providing support to individuals on a low income who are not required to sign on as unemployed. This benefit is means-tested, meaning it considers the applicant’s household income and savings to determine eligibility. Typically, it is available to individuals who are pregnant, a carer, or a single parent with a child under five, and who do not have sufficient income to meet their living costs.

    The ECO4 scheme provides households with a free grant to reduce energy consumption and improve heating efficiency through measures such as insulation, new efficient heating systems, and sustainable energy solutions. Eligibility for this scheme is partially determined by the receipt of specific benefits, including Income Support. Receiving IS signifies financial need, making recipients automatically eligible for the scheme. This aligns with ECO4’s goal of alleviating fuel poverty and ensuring that vulnerable groups have access to warm, energy-efficient homes.

    If you are eligible for ECO4 because you are in receipt of income support and meet the other eligibility requirements, this means that you could receive the following:
    free boiler grant
    solar panels grant
    = free insulation grant
    – and a grant for other home energy solutions
    All of these measures are offered under a full home assessment via the ECO4 scheme.

    While receiving Income Support is a primary qualification for the ECO4 scheme, other factors also influence your eligibility, such as:

    Property Type and Condition: The type and current condition of your property will affect the specific energy efficiency measures applicable. ECO4 aims to address a variety of property types, including detached houses, semi-detached houses, terraced houses, bungalows, and flats.

    Energy Performance Certificate (EPC) Rating: Your home’s current energy efficiency, reflected in its EPC rating, may be assessed. Homes with lower EPC ratings are more likely to qualify for comprehensive improvements under ECO4.

    Local Authority Flexible Eligibility (LA Flex): Some households may qualify through a referral from their local authority under the LA Flex provision. This can include households that do not directly receive qualifying benefits but are identified as being in need of energy efficiency improvements due to low income and vulnerability.

    Household Composition: The makeup of your household, such as the presence of young children, elderly members, or individuals with health conditions, can influence eligibility. ECO4 prioritizes support for households with vulnerable members.

    Additional Qualifying Benefits: If you receive other qualifying benefits in addition to Income Support, it can strengthen your application. These benefits might include Income-based Jobseeker’s Allowance (JSA), Income-related Employment and Support Allowance (ESA), Pension Credit, Universal Credit (UC), Housing Benefit, Working Tax Credit (WTC), and Child Tax Credit (CTC).
